Job Description of Head of Monitoring and Documentation

 

Reporting Structure:

The Head of M&D will report to the Chief Executive Officer

Staff Reporting:

All Programme / Projects staff of M&E technically report to Head of M&D

Job Responsibilities,

  1. Develop M&D strategy to reflect its functional capacity in line with Thardeep Rural Development Programme strategic vision.
  2. Implementing the overall scope and function of monitoring outlined in the M&D framework document of TRDP.
  3. Responsible for designing, planning and implementing of the Monitoring Documentation and Reporting activities of the programme / projects as per logical framework approach.
  4. Provide support to the review and development of M&D systems and tools, in collaboration with senior management of TRDP.
  5. Field monitoring to assess the extent of progress, relevance of activities, appropriateness of risk mitigation measures, process efficiency, quality and completeness of immediate outputs primarily focusing relevance, targeting and the beneficiary selection.

6.     Conduct surprise field visits to ensure quality of work and to identify the gaps in process of implementation and communicate accordingly in form of field visit reports.

  1. Objectively assessing, verifying and reporting on the state of progress claimed by the implementation team based on verifiable evidence.
  2. Supervise, guide and provide technical support to all M&E officers and the technical staff in developing monitoring and reporting checklists for effectiveness of all programme / projects components.
  3. Supervise the development of a central information management system of TRDP, which will consolidate data and allow for timely reporting of progress towards donors.
  4. Contribute to the appraisals of M&D staff as required by TRDP guidelines and ensure proper adequate training carried out in view of career development and Mission Training Plans.
  5. Observing the Programme /project environment and reporting on any changes that may significantly affect the Programme /project.
  6. Preparation of consolidated programme monitoring reports and providing feedback, guidance and recommendations to the programme implementation staff of TRDP for necessary corrections and improvements.
  7. Ensuring that projects implementation remains consistent with its logic model.
  8. Documenting lessons learnt from programme monitoring process, disseminating them between key stakeholders.
  9. Field monitoring to assess the extent of progress, relevance of activities, appropriateness of risk mitigation measures, process efficiency, quality and completeness of immediate outputs primarily focusing relevance, targeting and the beneficiary selection.

16.  Monitor and evaluate overall progress on achievement of results and support monitoring and evaluation of the effects and impact of the programme/ project.

 

Qualification

  • MBA or equal qualification from a recognized University.

Experience

·        Minimum at least 7 years working experience preferably in World Bank Projects, European Union (EU) Projects and/or INGOs.

·        Preference will be given to candidates having work experience of RSPs approach.

·        Excellent communication, writing and analytical skills.

·        Excellent influencing and negotiation skills.

·        Excellent team management, budget management and representation competencies.

·        Experience in designing and leading internal and external evaluation.

·        Experience designing and leading capacity building and training for national teams.

·        Proven ability to translate evaluated results into learning strategies.

·        Familiarity with Management Information Systems (Databases) and GIS.

·        Experience in multi-sector and participatory assessments and data collection tools.

 

Knowledge and Skills

·       Possess leadership behaviour (Integrity, visionary, Proactive, Motivator & Accountability

·       Good written and verbal communication in English.

·       Experience working within complex matrix-based organizational structures

·        Possess excellent interpersonal skills; Good resource and time management skills

·       Excellent presentation skills

·       Computer literate, knowledge of MS Word, Excel, PowerPoint (especially knowledge of operating MIS) required

·        Willingness to travel frequently.
